FONDATION CRÉATION D'ENTREPRISES

In 1991, Groupe Banque Populaire set up the Fondation Création d’Entreprises (FCE), a non-profit association governed by the Dahir (Royal Decree) of 15 November 1958 and acknowledged as being of public utility by the decree of 27 June 2001.
Groupe Banque Populaire, a major player in the Moroccan national economy, set up the FCE to promote the entrepreneurial spirit and, thus, to be amongst the first banking structures to initiate the setting up of an ecosystem that encourages the emergence and development of microbusinesses and SMEs.
Thus, the Foundation supports people with ideas and project leaders in various regions of Morocco. The Foundation’s mission also includes supporting various national programmes for setting up businesses and for providing help with self-employment. To that effect, it organises a series of entrepreneurial and managerial training seminars.
To meet people with ideas or leaders of business-creation projects, the Fondation Banque Populaire organises Calls for Projects in several regions of the country and provides them with a support arrangement during the pre-creation, creation, and post-creation phases, to ensure the continuity of their businesses.
The Foundation also works with Non-Resident Moroccans (NRMs), in particular through the various national and international co-operation programmes aimed at encouraging investment in Morocco, including:
- The PACEIM I, PACEIM II, and ACEDIM programmes (PACEIM: Programme d’Aide à la Création d’Entreprises Innovantes en Méditerrannée – Programme for helping the Establishment of Innovative Businesses in the Mediterranean Basin; ACEDIM: Accompagnement à la Création d’Entreprises de la Diaspora Marocaine – Support for Business Creation in the Moroccan Diaspora);
- The DiaMed (Dialogues for the Mediterranean) programme, steered by the European Union;
- The Maghreb Entrepreneur programme, steered by the Moroccan Ministry of Immigration.
The FCE’s mission:
• Work to disseminate a citizen entrepreneurial culture towards people with ideas and leaders of business-creation projects.
• Ensure local proximity thanks to its network of regional offices.
• Contribute to a watch over business creation at regional and national level.
• Design and implement specific training and information actions for the beneficiaries of its activities.
• Set up partnership and co-operation relationships with bodies that have the same objectives nationally and internationally.
• Organise forums and publish information materials.
• Carry out prospecting actions to identify project leaders at national, regional, and local level, as well as within the Moroccan community living abroad.
• Promote and facilitate investments at regional and national level.
• Encourage the continuity of businesses that benefit from its services.
The FCE’s activities:
The FCE’s activity strands are implemented thanks to its structure, which advocates closeness to project leaders across a large geographical spectrum. The Foundation has set up regional offices (BRF: Bureaux Régionaux de La Fondation – Foundation Regional Offices ) with the aim of ensuring local closeness to young people with ideas and business-project leaders, by providing them with a support-service offer tailored to their needs:
- Assistance with business creation.
- Pre-creation support for business-project leaders.
- Post-creation business monitoring for at least two years.
The BRFs’ mission involves representing the Foundation regionally, with, as principal attributes:
- Post-creation assistance, support, and monitoring
- Keeping a watch over the creation market
- Reporting actions carried out on behalf of the Foundation
- Putting forward regional action plans
- Carrying out entrepreneurial actions with partners, universities, NGOs, etc.
Partnerships :
From 2004 onwards and working in co-ordination with the Centres Régionaux d’Investissement (CRI – Regional Investment Centres), the Banques Populaires Régionales (BPRs), and other operators, the Foundation set up Comités Régionaux pour la Création d’Entreprises (CRCE – Regional Committees for Business Creation), of which the main missions are:
- Promoting the business spirit.
- Prospecting for viable business projects.
- Support for setting up long-lasting businesses.
The Comités Régionaux pour la Création d’Entreprises (CRCE) organise collaborative round tables of partners that represent the BPRs, the CRIs, the CCIS (Chambres de Commmerce, d’Industrie, et de Services – Chambers of Commerce, Industry, and Services), universities, the regional directorates of the OFPPT (Office de la Formation Professionnelle et de la Promotion du Travail – Office for Vocational Training and Work Promotion), ANAPEC (Agence Nationale de Promotion de l'Emploi et des Compétences – National Agency for Work and Skills Promotion) agencies, Maroc PME, the CCG (Caisse Centrale de Garantie – Central Guarantee Fund), the CGEM, and NGOs working nationally or regionally.
More recently, in December 2018, the FCE signed a partnership agreement with the Dakhla Moubadara Association for training and supporting young project leaders in Dakhla Oued Eddahab Region, as part of the self-employment programme launched by in Laayoune by His Majesty the King, may God assist Him.
